2014 MLB draft: Best tools — college pitchers

The 2014 MLB draft is now less than two weeks away, with the first two rounds to be held on June 5. I recently posted my best tools lists for the high school pitchers and position players. Now it’s on to the college ranks, and I start with the arms. Here are my personal rankings:
